I actually faced the same issue and came over it on my own. Once you installed the activation tool and try to activate creative cloud you will see a pop up saying the app has been blocked for modifying the system or other apps. I don't know the exact words but its from privacy settings of mac os. I dismissed that notification. Later on I went to privacy & security settings of mac -> App Management and here it was Adobe Activation Tool togled off. I turned it on and tried activating the creative cloud again and it worked now I can install apps directly from creative cloud. Hope that will work for you to
